India Eyes 2025 Milestone in Bid to Become Global Semiconductor Hub
Through massive subsidies and strategic partnerships, New Delhi is racing to build its first domestic chip manufacturing ecosystem in Gujarat.
India is aggressively pursuing a strategy to transform into a global semiconductor hub via the India Semiconductor Mission (ISM). The government is deploying massive subsidies and infrastructure support to attract international players and domestic conglomerates to build a local supply chain.
Central to this ambition is the establishment of India's first commercial semiconductor fabrication plant in Dholera, Gujarat. Tata Electronics, in partnership with Taiwan's Powerchip Semiconductor Manufacturing Corporation (PSMC), is leading the project with a projected investment of approximately ₹91,000 crore. Complementing this fabrication effort, Micron Technology has established a semiconductor assembly and test (ATMP) facility in Sanand, Gujarat. India aims to produce its first domestic packaged chips by 2025, with Micron specifically targeting early 2025 for its Sanand operations.
The Shift from Design to Manufacturing
Historically, India has maintained a strong position in semiconductor design, but it has lacked the high-cost infrastructure required for physical manufacturing. The current push is a critical component of the broader 'Make in India' initiative, designed to reduce the nation's heavy reliance on imports from Taiwan and China. By building domestic capacity, India seeks to secure the hardware supply chain essential for the rollout of 5G, artificial intelligence, and consumer electronics.
Strategic and Economic Implications
Success in this venture would transition India from a chip designer into a full-stack semiconductor power. Beyond the geopolitical advantage of reducing vulnerability in the global tech supply chain, the mission is expected to create thousands of high-tech jobs and stimulate industrial growth in the Gujarat region. By integrating fabrication and assembly, India aims to capture a larger share of the semiconductor value chain, moving from software services into high-end hardware production.
Infrastructure Hurdles
Despite the momentum, the ambition faces steep operational hurdles. Semiconductor fabrication requires extreme precision and stability, specifically the availability of ultra-pure water and uninterrupted power supplies necessary for cleanroom operations. Whether the local infrastructure in Gujarat can meet these rigorous industrial standards remains a primary point of concern for the mission's long-term scalability.
