India Launches 'Semicon 2.0' to Build Full-Stack Chip Ecosystem

India is transitioning its industrial strategy from basic electronics assembly to the creation of a comprehensive domestic semiconductor ecosystem. This strategic pivot aims to secure the nation's technological sovereignty by moving beyond the assembly of imported components toward indigenous chip design and fabrication.
Central to this shift is the launch of 'Semicon 2.0,' a strategic evolution of the India Semiconductor Mission (ISM). To broaden support beyond simple chip fabrication, the government has approved a significant budgetary outlay of approximately ₹1,27,500 crore (roughly $13.23 billion). This funding is designed to strengthen the entire semiconductor value chain, specifically targeting research and development (R&D), chip design, and the complex processes of fabrication.
The Path from Assembly to Fabrication
Historically, India has functioned primarily as a global hub for software services and electronics manufacturing services (EMS), focusing on the final assembly of devices. While this established a foundation in electronics, it left the country heavily dependent on foreign imports for the critical silicon components that power those devices. By leveraging its existing experience in electronics manufacturing, the government is now attempting to build a "full-stack" ecosystem that integrates every stage of production, from the initial design phase to the final wafer.
Securing the Digital Supply Chain
Establishing a domestic semiconductor presence is critical for India's ambition to become a global electronics powerhouse. By reducing its reliance on external foundries, India aims to insulate its critical infrastructure, automotive sectors, and consumer electronics markets from global geopolitical shocks. A localized supply chain ensures that essential hardware remains available regardless of international trade tensions or logistics crises, effectively treating semiconductor capacity as a matter of national security.
The Road Ahead
As Semicon 2.0 rolls out, the focus will shift toward whether the massive financial incentives can attract the necessary global expertise and technical talent to sustain high-end fabrication plants. While the budgetary framework is in place, the industry will be watching for the first successful domestic fabrication runs and the growth of local design firms. The ultimate goal remains a sustainable, self-reliant ecosystem that can compete on a global scale without permanent reliance on government subsidies.
