South Korea Drafts 2027–2031 Master Plan for Semiconductor Sovereignty

The South Korean government is drafting a comprehensive five-year statutory master plan to secure its leadership in the global semiconductor industry. Titled the 'Master Plan for Enhancing the Competitiveness of the Semiconductor Industry,' the initiative will cover the period from 2027 to 2031.

According to the Ministry of Trade, Industry and Energy (MOTIE), the government initiated the drafting process with a kickoff meeting on September 1. The strategy aims to unify previously fragmented policies into a single, cohesive framework. This integration will encompass research and development (R&D), the procurement of materials, components, and equipment, workforce development, and the expansion of regional semiconductor clusters.

To execute the plan, the government has established four specialized subcommittees. These groups are tasked with overseeing specific pillars of the industry: Regional and Cluster development; AI Semiconductor and R&D; Supply Chain, Materials, Components, and Equipment; and Workforce, Regulation, and International Cooperation. The final blueprint is expected to be approved by the end of this year by a Special Committee chaired by the President.

Strengthening Structural Support

This shift toward a consolidated five-year plan indicates a move toward long-term structural support for the chip industry. By integrating diverse policy areas, South Korea aims to reduce its strategic reliance on foreign equipment and materials while simultaneously scaling its hardware capabilities for artificial intelligence. This coordinated approach is designed to streamline the transition from laboratory research to industrial application, ensuring that the domestic supply chain can support the rapid growth of AI-specific chips.

The Race for AI Leadership

South Korea is aggressively pursuing semiconductor sovereignty to maintain a competitive edge against the United States and China. While the nation has historically dominated the memory chip market, this new blueprint signals an intensified focus on system semiconductors and AI-driven hardware. As the global economy shifts toward AI-centric computing, the ability to control the entire ecosystem—from the raw materials and equipment to the final AI chip—is becoming a matter of national economic security.

Next Steps for Implementation

Industry observers are now watching for the final approval of the plan by the presidential committee. Once ratified, the focus will shift to how the government allocates funding and manages the regulatory hurdles identified by the Workforce and Regulation subcommittee. While the broad goals of the 2027–2031 period are clear, the specific financial commitments and the exact scale of the proposed regional clusters remain to be detailed in the final document.
