South Korea to Build Massive AI and Semiconductor Hub in Honam Region

The government aims to decentralize the chip industry from Seoul with a multi-trillion won investment in the southwest.

South Korea is establishing the Honam region in the southwest as its second major semiconductor production base to combat slowing growth in the Seoul metropolitan area. The initiative seeks to pivot the nation's industrial gravity away from the capital to secure long-term AI infrastructure and regional economic stability.

At the Jeonnam-Gwangju Integrated Special Metropolitan City Semiconductor and AI Transformation Global Forum, officials detailed an ambitious roadmap for the cluster. Jeonnam-Gwangju Mayor Min Hyung-bae stated that first-phase construction is slated to begin in 2025, with completion targeted for 2029 and initial production starting in 2030. The project is anchored by massive private investment in AI infrastructure, including a 1-gigawatt AI data center from SK involving a 70 trillion won investment and a 210-megawatt facility from Samsung SDS valued at 17 trillion won.

The Regional Strategy

This push is part of a broader national strategy to break out of low growth by leveraging regional energy resources and AI capabilities. By positioning the Honam region as a specialized hub, South Korea is following a global trend of creating dedicated semiconductor clusters, similar to the expansion of TSMC in Kumamoto, Japan. The goal is to create a diversified industrial landscape that reduces the economic concentration in Seoul, which has historically dominated the country's tech sector.

Ecosystem Over Infrastructure

Industry leaders emphasize that the project's success depends on more than just physical plants. Jung Won-ju, chair of Herald Media Group, Jungheung Group and Daewoo Engineering & Construction, noted that these megaprojects are not simply about building semiconductor plants, but about integrating advanced processes and AI with materials, components, equipment, R&D, and talent into a single cohesive ecosystem. This holistic approach is seen as essential to ensure the cluster remains competitive and sustainable.

Critical Hurdles

Despite the ambition, the project faces steep infrastructure requirements. The planned four fabs will require approximately 6.4 gigawatts of stable power receiving capacity, a significant utility challenge for the region. Furthermore, the viability of the hub hinges on the government's ability to attract a skilled workforce to a region that has historically struggled with population decline. As Lee Min-woo, assistant minister for industrial growth at the Ministry of Trade, Industry and Resources, put it, "Semiconductors are a race against time."
