Taiwan invests $9.5 billion to develop homegrown chip design software

The government will spend NT$300 billion through 2033 to break reliance on foreign EDA tools and pioneer sub-1nm research.

Taiwan is launching a massive strategic investment to secure its semiconductor dominance by developing homegrown chip design software and pushing into sub-1-nanometer research. The initiative aims to move the island beyond its role as a manufacturing powerhouse and into the high-value software and verification layers of the industry.

The Taiwanese government will invest NT$300 billion (US$9.51 billion) through 2033 to expand semiconductor research infrastructure and develop domestic electronic design automation (EDA) software. The program focuses on next-generation chip design, advanced semiconductor processes, and advanced packaging. As part of this push, two research institutes under the National Institutes of Applied Research will establish an atomic-scale process verification line specifically for sub-1-nanometer processes.

To support the broader ecosystem, the Industrial Technology Research Institute (ITRI) is tasked with building an advanced semiconductor pilot line. This facility will allow startups and small-to-medium enterprises (SMEs) to conduct low-volume, high-mix trial production, lowering the barrier to entry for new chip innovators. Additionally, the government will provide subsidies for equipment across seven university semiconductor institutes, all of which will be linked through a single service platform to streamline academic and industrial collaboration.

Breaking the Software Monopoly

While Taiwan leads the world in fabrication, it has historically remained dependent on a small group of international companies for the EDA tools required to design and verify circuits. By developing its own EDA tools, specifically targeting the current market gap in advanced packaging, Taiwan intends to eliminate critical dependencies on foreign software monopolies.

Premier Cho Jung-tai emphasized the necessity of the move, stating that while Taiwan possesses a world-leading ecosystem, it must continue investing in advanced R&D and high-level talent to consolidate its advantages in the chip industry. This shift toward advanced packaging provides a strategic entry point for Taiwan to dominate the next phase of chip evolution, where traditional scaling reaches its physical limits.

The Path to Sub-1nm

The program's focus on sub-1-nanometer verification and the integration of silicon chips with emerging technologies marks a transition toward a more integrated industrial strategy. By controlling both the design software and the physical fabrication process, Taiwan seeks to insulate its supply chain from geopolitical volatility and software licensing bottlenecks.

Industry observers will now watch for the rollout of the intelligent EDA cloud platform and the first results from the atomic-scale verification lines. The success of the program depends on whether Taiwan can cultivate the specialized software engineering talent required to challenge established global EDA giants.
