Việt Nam targets 9% of global chip packaging as US diversifies supply chains
Strategic grants and the US CHIPS Act are helping Hà Nội transition from general electronics assembly to high-value semiconductor testing and packaging.
The United States' push to rebuild its domestic semiconductor industry is creating a strategic opening for Việt Nam to integrate deeper into the global chip supply chain. As Washington seeks to reduce dependence on East Asian hubs, Việt Nam is positioning itself as a critical mid- and downstream partner, specifically targeting the high-value segment of Advanced Testing and Packaging (ATP).
Central to this shift is the US CHIPS and Science Act, which allocates $52.7 billion in total support. This includes $39 billion for domestic manufacturing, $11 billion for research and development, and $2 billion dedicated to defense microelectronics. While the US focuses on bringing fabrication plants home, it is simultaneously supporting allies to ensure a resilient ecosystem. Việt Nam has already emerged as a beneficiary of the International Technology Security and Innovation (ITSI) Fund, receiving a $13.8 million grant delivered via Arizona State University to enhance faculty training and ATP capabilities.
The ATP Bottleneck
This partnership arrives as the global semiconductor landscape undergoes a geopolitical realignment. While the US incentivizes domestic "fabs," the strategy faces structural headwinds, including infrastructure constraints and a severe labor crisis. The US semiconductor industry is projected to face a shortage of approximately 157,000 full-time workers by 2030, a gap that has contributed to delays in major domestic projects.
Việt Nam is leveraging its existing electronics export base to capture the "bottleneck" segments of the chain. Currently, Việt Nam holds approximately 1% of the global share of semiconductor packaging and testing. The government has set an ambitious target to increase this share to between 8% and 9% by 2030. This growth is supported by a sector that Technavio forecast would be worth $6.16 billion by 2024, growing at a compound annual growth rate of 19%.
Strategic Implications
For Việt Nam, the transition represents a move from being a general electronics manufacturing hub to a specialized player in a high-value ecosystem. By scaling its ATP capacity, Việt Nam becomes an indispensable link in the US-led effort to diversify supply chains away from high-risk regions. However, this evolution requires more than just capital; it demands institutional reform. Success will depend on moving beyond simple tax incentives toward providing strategic infrastructure, such as clean power, and implementing robust talent retention policies.
