If primary vendors continue to operate under business models that incentivize slow delivery, the government faces a permanent capability lag. The transition to agentic development forces a shift toward value-based pricing and organizational agility, potentially disrupting dominant players in the GovCon ecosystem who cannot pivot away from time-and-materials models.
