The rapid integration of artificial intelligence into software development is creating a security paradox that could fundamentally alter the balance between digital privacy and state surveillance. While AI helps attackers find vulnerabilities, it allows defenders to patch them with unprecedented speed, potentially eliminating the supply of remotely exploitable bugs in major software.

According to an analysis by the Cryptography Engineering blog, this shift may lead to a "ceiling" of exploitable vulnerabilities within two years. The author argues that the destruction of "low-hanging vulnerability fruit" will make the needs of intelligence and law enforcement agencies much more acute. This creates a scenario where software becomes too secure for the very agencies tasked with monitoring it, leading the author to state, "I’m concerned that AI is going to make software much too secure."

The Era of Law Enforcement Hacking

For the last decade, the tension between end-to-end encryption and government surveillance was largely managed through a commercial market for "zero-day" vulnerabilities. Rather than fighting political battles over mandated access, law enforcement agencies shifted toward purchasing targeted hacking tools from private vendors to bypass encryption.

This strategy gained momentum following the 2016 Apple v. FBI dispute. That conflict ended not through a court order, but when a third-party company successfully hacked the locked iPhone in question. This outcome validated a shift in strategy: instead of forcing companies to build backdoors, the government could simply buy the exploits necessary to break into devices.

The Return of 'Going Dark'

This reliance on the exploit market is now under threat. If AI-driven patching removes the availability of these bugs, governments may be forced to return to the "Going Dark" initiative. Originally launched by FBI Director James Comey in 2014, the initiative addressed the loss of surveillance capabilities caused by the widespread adoption of end-to-end encryption.

If the technical ability to "hack" its way into devices vanishes, the government may pivot from purchasing exploits to mandating access. This would likely involve renewed pressure on software developers to implement intentional backdoors into secure systems.

Implications for Global Security

Such a shift would represent a critical turning point for global cybersecurity. Mandating intentional backdoors would require the industry to re-architect secure systems, fundamentally weakening the integrity of encryption.

Security experts warn that these intentional vulnerabilities would not be exclusive to law enforcement. Once a backdoor exists, it creates a permanent risk that foreign adversaries or criminal actors could discover and exploit the same entry point, potentially compromising the security of millions of users worldwide. The industry now faces a future where the very efficiency of AI security may trigger a legislative push to make software less secure.
