Search and rescue operations during a recent earthquake response in Venezuela relied on CoMaps, an open-source navigation tool, to navigate devastated areas where cellular networks had completely failed. The app provided critical geospatial intelligence to responders operating in "ground zero" environments by utilizing pre-downloaded maps and device GPS.

Deployed by a diverse array of rescue units—including firefighters, Civil Protection, and international teams from El Salvador—CoMaps functioned as a 100% offline utility. According to Humanitarian OpenStreetMap (HOT), the app served as a vital bridge, translating complex geospatial data into a user-friendly interface that non-technical responders could use immediately without specialized training. This allowed teams to locate destinations in communication-dark zones where traditional navigation apps, which often require active internet connectivity, were ineffective.

The Data Pipeline

The effectiveness of the tool relied on a tight integration with HOT’s Tasking Manager. This system coordinates global volunteers who map disaster zones in real-time, identifying buildings and infrastructure from satellite imagery. CoMaps integrated this crowdsourced data, ensuring that the efforts of thousands of remote volunteers reached the pockets of field responders.

To keep this data current, the CoMaps team significantly optimized their technical pipeline. Map processing time was reduced from 10 days to approximately three days, a shift that enabled the app to provide weekly global map updates. This optimization ensured that the geospatial data used by rescuers remained relevant as the situation on the ground evolved.

Impact on Field Execution

This deployment highlights a critical link between crowdsourced intelligence and tactical execution. By decoupling map updates from the delays of app store review processes and optimizing server-side processing, CoMaps demonstrated that open-source tools can provide near-real-time intelligence in environments with zero connectivity.

"CoMaps turned out to be really useful for me because I entered a zone with no coverage and needed it right away," said Anton Wenemoser, co-founder of CoMaps. The ability to maintain navigation without a signal potentially saves lives by reducing the time it takes for rescue teams to reach victims in devastated urban centers.

Future Outlook

The Venezuela response serves as a proof-of-concept for the scalability of offline, open-source mapping in humanitarian crises. Co-founder Bastian Greshake Tzovaras noted that the best map app in the field is the one already in the user's pocket, emphasizing the importance of accessibility and reliability over complex, connected systems. Moving forward, the focus remains on further reducing the latency between volunteer mapping and field availability to ensure responders have the most accurate data possible during the first critical hours of a disaster.
