Communities across Florida are imposing moratoriums on AI and cloud computing data centers, citing strained water supplies and electricity grids.

Local Governments Act First

Volusia County is considering a six-month moratorium on AI data centers following resident pushback over infrastructure capacity. The measure reflects anxiety about whether local utilities can support facilities that demand immense resources for processing and cooling.

In Zephyrhills, the City Council has passed a one-year moratorium on large-scale data centers. Council members cited massive water and electricity usage as the primary drivers, signaling that smaller municipalities will halt development despite pressure from tech expansion.

Statewide Political Stakes

The issue has escalated beyond local zoning into a statewide political fight. Democratic gubernatorial candidate David Jolly has called for a statewide pause on data center construction.

"I'm calling for a stop to AI data centers until Florida has a responsible plan to protect our water, our workforce, and our way of life," Jolly said, according to Florida Politics.

The push places data center siting at the center of Florida's 2026 gubernatorial race, forcing candidates to weigh economic development against infrastructure limits residents say are already tested.

Protests and Pushback

Resistance has moved from council chambers to the streets. On July 18, 2026, protesters gathered outside Peace Hall in New Port Richey to oppose proposed data center projects. The demonstration highlighted tensions between tech companies seeking to expand AI infrastructure and communities concerned about rising utility costs and water scarcity.

The Resource Question

Industry estimates suggest the scale of the challenge. A 1 MW data center can use up to 25.5 million liters of water annually—equivalent to the yearly usage of roughly 300,000 people. AI data centers can consume hundreds to upwards of 1,000 megawatts, using as much power as medium-sized cities, according to energy reporting.

This collision between the AI economy's rapid scaling and the physical limits of local infrastructure has sparked a national trend of data center pushback. Florida, a major hub for tech expansion, is now at the forefront.

If widespread restrictions take hold, the impact could ripple beyond state lines. AI companies may need to rethink how they site hardware, potentially slowing deployment or accelerating transitions to more sustainable cooling and power technologies.
