Google's modular Android strategy creates new feature gap for non-Pixel users
A shift toward quarterly platform releases has solved security fragmentation but left OEM users waiting months for new features.
Google's transition to a modular operating system has fundamentally changed how Android updates reach users, trading traditional version fragmentation for a persistent feature gap. While the strategy ensures faster security patches, it has inadvertently marginalized the experience of non-Pixel device owners.
To accelerate the delivery of fixes and functionality, Google has moved away from a single annual update in favor of a fast-paced release cadence. This system centers on Quarterly Platform Releases (QPRs), which allow Google to push feature-rich updates every three months. However, this cadence primarily benefits Pixel devices. For other manufacturers, the process remains cumbersome; most OEMs base their custom skins on the initial annual Android release rather than rebuilding their entire software overlay for every subsequent QPR. Consequently, while Android 17 launched on June 16, 2026, the rollout to the broader ecosystem remained staggered, with early adoption limited to specific high-end devices like Samsung's foldables.
The modularity trade-off
Historically, Android was plagued by severe fragmentation, where users waited months for major OS flashes to receive basic security updates. Google addressed this by modularizing the OS, shifting core components and security patches into Google Play Services and Play system updates. This allows critical infrastructure to be updated independently of the manufacturer's full OS image.
As Rajesh Pandey of Android Police notes, "In making Android more modular, Google has also made Android updates less interesting." Because the most vital stability and security fixes now happen in the background via the Play Store, the traditional "big" annual update has lost its urgency for the average user, even as the underlying software evolves more rapidly.
A new form of fragmentation
This shift has created a distinct divide in the user experience. Pixel users receive a continuous stream of new features every quarter via QPRs, while users of other brands are often locked into the feature set of the initial annual release. This means a Samsung or Xiaomi user may not receive a specific feature released in a QPR until the following year's major OS version is deployed.
This creates a scenario where the version number a phone runs is no longer a reliable indicator of its capabilities. A device on an older version may have the same security profile as a newer one due to modular updates, yet lack the modern interface tools and AI features that Google has iterated on throughout the year.
What to watch
Industry attention now turns to whether other OEMs will alter their skin development cycles to better align with Google's quarterly rhythm. Until manufacturers find a way to integrate QPR features without a full OS overhaul, the "Pixel advantage" will likely persist, leaving the rest of the Android ecosystem in a state of perpetual catch-up.
