Official police reports significantly underestimate the prevalence of cell phone use immediately preceding vehicle crashes. New research indicates that the actual rate of distracted driving is far higher than previously reflected in government data.
A study conducted by the Insurance Institute for Highway Safety (IIHS) found that cell phone use prior to crashes is undercounted in police reports by a factor of at least seven. To reach this conclusion, the IIHS utilized telematics data provided by Cambridge Mobile Telematics (CMT), allowing researchers to track actual device behavior rather than relying on witness testimony or driver admissions.
The Data Gap
The disparity between digital evidence and official reporting is stark. According to the study, cell phone use in the 30 seconds prior to impact was detected in 7% of single-vehicle crashes and 8% of two-vehicle crashes. In contrast, police reports for those same specific crashes recorded phone usage in less than 1% of cases.
