Assam to Launch India's First State-Owned Satellite Network

The northeastern state is partnering with private firms to build a four-to-five satellite Earth observation system under a unique transfer model.

Assam is set to become the first Indian state to own and operate its own Earth observation satellite system, marking a significant departure from the traditional model where states rely exclusively on national-level space infrastructure. Chief Minister Himanta Biswa Sarma announced that the AssamSAT project has entered the final stage of partner selection, with 13 private space-sector companies expressing interest in the initiative.

Announced in the Assam Budget 2025-26, the project will be developed in collaboration with the Indian National Space Promotion and Authorization Centre (IN-SPACe). The state plans to establish a network of four to five satellites along with a dedicated command centre in Guwahati. The initiative follows the DBLOTT model—Design, Build, Launch, Operate, Train and Transfer—under which private partners handle the initial phases before transferring operational control to the state government.

Historically, state governments across India have depended on satellite data provided by the Indian Space Research Organisation (ISRO) for applications ranging from disaster management to agricultural monitoring. While ISRO's national satellites serve the entire country, states have no direct control over data prioritization or response times during regional emergencies. Assam, which faces annual flooding that displaces millions and damages critical infrastructure, has a particular incentive to secure faster, higher-resolution imagery tailored to its specific geographic challenges.

The AssamSAT initiative reflects broader changes in India's space sector following the 2020 reforms that opened the industry to private participation. IN-SPACe was created to facilitate this transition, authorizing private companies to build and operate space infrastructure while ensuring regulatory oversight. The DBLOTT model represents an innovative approach within this framework, allowing states to build capacity gradually while leveraging private-sector expertise in satellite manufacturing and operations.

This initiative establishes a precedent for other Indian states to leverage the privatized space sector for public administration. By owning its Earth observation system, Assam can achieve higher precision and faster response times for disaster management, agriculture, and infrastructure planning without relying solely on national data queues. During flood season, for example, the state could task its satellites to capture imagery of affected areas within hours rather than waiting for national-level scheduling.

The project also signals a strategic shift in how subnational governments engage with space technology. Rather than remaining passive consumers of satellite data, states can now become active participants in the space-tech ecosystem. This ownership model could prove particularly valuable for border states like Assam, where timely imagery supports both civilian and security applications.

The state government is now in the final stage of selecting private partners from the 13 companies that expressed interest. Once partners are finalized, the DBLOTT timeline will determine when the first satellite reaches orbit and when operational control transfers to Assam. The success of this model could encourage other states with specific geographic or security needs to pursue similar initiatives, potentially transforming how India's federal structure engages with space infrastructure.

Chief Minister Sarma stated that AssamSAT represents a change in how the state uses space technology. The establishment of the Guwahati command centre will also create local technical capacity, ensuring that the state can operate the system independently once the transfer phase concludes.
