China Hits R&D Spending Parity With US as Focus Shifts to Basic Research

Beijing is scaling STEM talent and foundational science while the US pivots toward immediate defense applications.

The global race for technological supremacy has shifted from trade disputes to a fundamental contest over basic research. China is aggressively expanding its investment in foundational science and STEM education to achieve total technological self-reliance, challenging the long-standing scientific hegemony of the United States.

According to data cited by the South China Morning Post, China has reached parity with the US in research and development spending when adjusted for purchasing power parity (PPP). In 2024, China's PPP-adjusted R&D spending reached approximately $1.03 trillion, slightly surpassing the US total of $1.01 trillion. However, a gap remains in nominal terms; US nominal R&D spending stood at $993 billion in 2024, while China's spending for 2025 is approximately 3.93 trillion yuan (roughly $551 billion).

This financial surge is paired with a massive expansion of the human capital pipeline. China now produces roughly 3.57 million STEM graduates annually, representing about 40% of all degrees awarded in the country. In contrast, the US produces fewer than 820,000 STEM graduates per year. To sustain this momentum, Beijing's current five-year plan targeted annual R&D spending growth of at least 7% by 2023, with basic research accounting for approximately 7.1% of total R&D expenditures last year.

A Divergence in Strategy

While China doubles down on the foundations of science, the US is pivoting toward immediate utility. The Information Technology and Innovation Foundation (ITIF) reports that the US administration's 2027 budget request proposes a 4% cut to non-defense R&D. Simultaneously, the request seeks to increase defense-related R&D by nearly 80%, though this comes with a 9% cut to defense-related basic research and a 15% reduction in applied research.

Beijing is coordinating this shift through high-level political channels, including the Beidaihe meetings, to prioritize breakthroughs in quantum physics, artificial intelligence, and materials science. This strategic focus is further bolstered by efforts to attract overseas Chinese talent returning from the US, many of whom cite a hostile political environment as a reason for their departure.

The Long-Term Risk

This divergence in funding priorities creates a significant strategic risk for the United States. By shifting resources away from foundational academic research and toward short-term, applied defense projects, the US may be eroding the very base that historically drove its innovation edge.

If the US continues to shrink its academic research base and STEM pipeline while China scales its own, the historical leadership of American science could be inverted. The consequence is a potential loss of the ability to drive the next generation of breakthrough innovations, leaving the US dependent on technologies developed elsewhere.

What to Watch

Industry observers are now monitoring whether the US will adjust its budget priorities to protect non-defense foundational research. Additionally, the effectiveness of China's talent acquisition strategy and its ability to convert massive STEM graduate numbers into high-impact scientific breakthroughs remain key variables in this escalating technological competition.
