India is establishing a formal framework for Space Situational Awareness (SSA) to manage the intersection of national security and a booming private space economy. The initiative aims to create a regulated environment where commercial entities can monitor orbital objects while adhering to strict strategic security standards.

Pawan Goenka, Chairman of IN-SPACe, announced that the new framework is specifically designed to balance the strategic security concerns arising from commercial space surveillance with the necessity of allowing the private sector to grow. According to Goenka, the guidelines will address the inherent tension between the capabilities of commercial surveillance and the protection of sensitive state assets.

The Rise of Private Space-Tech

Space Situational Awareness involves the systematic tracking, cataloging, and monitoring of satellites and space debris in Earth's orbit. This capability has become a focal point for India's rapidly expanding space-tech ecosystem, which now includes over 400 active space startups. The sector has seen a massive influx of capital, with private investments crossing $618 million as the government continues to liberalize access to space infrastructure.

Private firms are already moving into the SSA domain to provide critical data services. For example, the startup Digantara is currently developing the Space-Mission Assurance Platform (Space-MAP), a dedicated system designed to enhance the tracking and management of orbital assets.

Strategic Implications

As India encourages private investment, the ability to track objects in orbit has evolved into both a lucrative commercial opportunity and a potential security vulnerability. A formalized SSA framework is essential to ensure that the proliferation of commercial sensors and tracking platforms does not inadvertently compromise military or strategic space assets.

Beyond security, the framework is critical for the operational safety of the orbital environment. With the increasing number of satellites being launched by both state and private actors, coordinated SSA is the primary defense against catastrophic collisions and the growing problem of space debris, which threatens the long-term sustainability of all space missions.
