Macron Urges Europe to Build Independent Crewed Spaceflight Capability
The French president outlined a 10-year vision for space autonomy to close the gap with the US and China.
French President Emmanuel Macron has called for Europe to develop its own independent crewed spaceflight capability within the next decade. Speaking at an international space summit in Paris in September 2026, Macron urged the continent to strengthen its space sector to avoid falling permanently behind the United States and China.
To achieve this autonomy, Macron outlined a strategic roadmap focused on three key milestones: the deployment of a cargo capsule, a lunar lander, and eventually a crewed capsule launched from Kourou. These goals lean on existing European Space Agency (ESA)-backed programs, including the Nyx cargo vehicle developed by The Exploration Company and the Argonaut lunar lander developed by Thales Alenia Space. Supporting this vision, ESA Director General Josef Aschbacher warned that Europe faces a critical choice in the global space race, asking, "Are we passengers or pilots?"
The Cost of Independence
Achieving this level of autonomy requires significant financial commitment. Josef Aschbacher estimated that Europe must invest approximately €1 billion annually over the next decade to secure independence in space exploration. This push comes as the ESA manages a substantial financial foundation; the agency secured a budget of approximately €22.1 billion for the 2026–2028 period, which was agreed upon during the November 2025 ministerial.
Historically, Europe has remained heavily dependent on foreign partners for human spaceflight. While the ESA manages sophisticated scientific and satellite programs, it has never independently sent a crewed mission into space. Currently, the region relies extensively on US and Russian services for critical infrastructure, including surveillance, communication, and rocket launches.
Strategic Implications
Developing independent crewed and lunar capabilities is viewed as a matter of national and regional security. In the current "new space race," space technology is increasingly intertwined with critical infrastructure. By reducing its strategic dependence on the US and Russia, Europe aims to ensure it remains a relevant global power capable of protecting its own interests in orbit and beyond.
The Path Forward
While the overarching goal of a crewed launch within ten years has been set, the immediate focus remains on the successful execution of the Nyx and Argonaut programs. The success of these initiatives will determine whether Europe can transition from a supporting partner to a primary actor in deep-space exploration. Whether the necessary annual investment of €1 billion can be sustained across member states remains a key point for observers to watch.
