Nigeria Overhauls Biotech Policy to Drive Bio-Economy and Energy Access

Nigeria has approved a sweeping update to its scientific framework through the Revised National Biotechnology Policy 2026 and a new National Bioenergy Strategic Plan. The move signals a strategic pivot toward modern genomics and sustainable energy to modernize the nation's economic infrastructure.
The Federal Executive Council (FEC) approved the measures to replace the original National Biotechnology Policy, which had been in place since 2001. The 2001 policy could no longer serve current realities or Nigeria's ambition to become a global leader in the field. To support these goals, Nigeria has also formalized its membership and participation in the Global Biotechnology Partnership, a move intended to attract international collaboration and investment.
Modernizing Scientific Priorities
The revised policy shifts focus toward high-growth scientific frontiers that did not exist or were in their infancy two decades ago. Priority areas now include gene editing, genomics for medical applications, and precision agriculture. The framework also emphasizes advanced manufacturing and the deployment of climate-smart technologies to protect food security and industrial output.
This update addresses a critical gap in Nigeria's previous framework. While the 2001 policy facilitated early gains in agriculture and biomanufacturing, the rapid global rise of synthetic biology and precision medicine rendered the old guidelines inadequate for the country's current economic ambitions.

Parallel to the biotech overhaul, the government has launched the National Bioenergy Strategic Plan to tackle chronic energy shortages. The Energy Commission of Nigeria (ECN) has been designated as the lead implementing agency for this initiative.
