Odisha to Anchor India’s Rare Earth and Marine Biotech Strategy

A new integrated roadmap links critical mineral corridors, space manufacturing, and marine research to boost technological self-reliance.

Union Minister Dr. Jitendra Singh and Odisha Science & Technology Minister Krushna Chandra Patra have finalized an integrated roadmap to transform Odisha into a strategic hub for rare earths, marine biotechnology, and space technology. The initiative synchronizes these high-tech sectors into a single economic ecosystem to drive regional growth and national security.

Central to the plan is the establishment of a 'Rare Earth Corridor.' This move is supported by the Union Budget 2026–27, which designated dedicated corridors in Odisha, Kerala, Andhra Pradesh, and Tamil Nadu to focus on mining, processing, research, and manufacturing. Parallel to this, the state is developing the Odisha Marine Biotechnology Research & Innovation Corridor (OMBRIC). This corridor has secured partnerships with premier institutions, including IIT Bhubaneswar, NIT Rourkela, IISER Berhampur, Berhampur University, Fakir Mohan University, and the Institute of Life Sciences (ILS) in Bhubaneswar. To support this expansion, the Odisha state government is providing an additional 50 acres of land for the ILS.

Strategic National Context

This roadmap arrives as India aggressively seeks to reduce its dependence on foreign imports of critical minerals and advance its 'Blue Economy' objectives. By leveraging Odisha's extensive coastline and vast mineral deposits, the central and state governments are positioning the region as a strategic anchor for economic independence. The integration of earth sciences and biotechnology is designed to move the country away from fragmented research and toward a cohesive industrial strategy.

Industrial Implications

According to Dr. Jitendra Singh, the approach shifts from "individual institutional initiatives towards a connected ecosystem spanning ocean resources, critical minerals, life sciences, space technology and technology-led economic development." This transition creates a connected industrial ecosystem where rare earth processing and marine biotech feed into a domestic value chain. By linking these sectors, India aims to build the infrastructure necessary for high-tech applications, enhancing technological self-reliance in the Eastern Coastal Region.

Future Outlook

Looking ahead, Odisha is exploring the development of a Space Research and Manufacturing Centre. This facility is planned for implementation via a Public-Private Partnership (PPP) mode in alignment with the Indian Space Research Organisation (ISRO). Additionally, the state has launched the Odisha Deep Sea Fishing Mission (2026–2036), a decade-long project aimed at unlocking the untapped potential of offshore fisheries. The success of these initiatives will depend on the seamless integration of academic research from the OMBRIC partners and the industrial scaling of the rare earth corridors.
