OIC and COMSTECH Launch AI Initiatives to Bridge Digital Divide Across 57 States
The Organization of Islamic Cooperation is institutionalizing AI and quantum science cooperation to reduce technological dependency and accelerate development in the Global South.
The Organization of Islamic Cooperation (OIC) and its Ministerial Standing Committee on Scientific and Technological Cooperation (COMSTECH) have agreed to strengthen collaboration in artificial intelligence, science, and technology. This strategic alignment aims to empower member states through targeted capacity-building and the integration of emerging technologies into national frameworks.
To operationalize this cooperation, COMSTECH has established an AI Centre for Training designed to facilitate research fellowships and capacity-building across the OIC's 57 member states. A primary pillar of this effort is the launch of a Global Certificate Course on Applied Biomedical AI, developed in collaboration with Ningbo University. Additionally, the OIC-15 Dialogue Platform has been utilized as a dedicated mechanism to focus on policy integration and AI-driven scientific collaboration.
The Shift Toward Frontier Technologies
COMSTECH was established in 1981 during the Third Islamic Summit in Makkah to promote scientific cooperation among OIC nations. While its early mandate focused on general scientific exchange, the organization has recently pivoted toward "frontier technologies," including quantum sciences, cybersecurity, and AI. This shift is intended to bridge the widening digital divide between developed nations and the Global South, often utilizing partnerships such as the Sino-COMSTECH collaboration with China to acquire technical expertise.
Reducing Technological Dependency
By institutionalizing cooperation in AI and quantum science, the OIC seeks to reduce its systemic technological dependency on Western powers. The focus on biomedical AI is particularly critical for the region's healthcare infrastructure. Dr. M. Iqbal Choudhary, Coordinator General of OIC-COMSTECH, noted that the transformative role of AI in personalized medicine, drug discovery, predictive analytics, and disease diagnosis represents a milestone in international scientific collaboration.
Beyond healthcare, the integration of these technologies is viewed as a necessity for national security and economic resilience. By creating a shared ecosystem for research and training, the OIC aims to ensure that member states are not merely consumers of foreign technology but active contributors to the global AI landscape.

Moving forward, the OIC will continue to leverage the OIC-15 Dialogue Platform to synchronize AI policies across its diverse membership.
