Bangladesh targets $1 billion in semiconductor exports by 2030

The Bangladesh Semiconductor Industry Association (BSIA) has launched a strategic roadmap to transform the nation into a global semiconductor hub. The initiative aims to drive annual semiconductor exports to $1 billion by 2030, marking a decisive shift toward high-value technology services.
To achieve this target, the BSIA is prioritizing a massive expansion of the technical workforce, with a goal to train 10,000 semiconductor design engineers over the next five years. This push for human capital comes as the industry seeks to scale from a modest base; current annual exports for semiconductor design services remain below $10 million. The scale of the current operation was highlighted by 2022 data, which showed that approximately 400 chip designers from firms including Ulkasemi, Neural Semiconductor, and Prime Silicon generated $6 million in export earnings.
The Path to High-Tech Diversification
Bangladesh's involvement in the semiconductor space dates back to the 2000s, though design services only gained significant visibility around 2017. While Very Large Scale Integration (VLSI) is currently taught at approximately two dozen universities across the country, industry leaders argue that the academic pipeline must be better integrated with commercial needs to sustain growth.
Furthermore, the sector faces a competitive disadvantage regarding government support. Current cash incentives for IT-enabled services provided via BASIS are roughly 10%. Industry leaders point out that this falls short of the 20-25% cash incentives historically offered by regional competitors such as India and Malaysia, suggesting that policy reform is necessary to attract and retain top-tier talent.
Economic Implications
This strategic pivot is timed to coincide with a global semiconductor market projected to exceed $1 trillion by the end of the decade. For Bangladesh, the roadmap represents a critical economic diversification strategy. By moving beyond its traditional reliance on garment and textile exports, the country aims to insulate its economy through the adoption of high-tech manufacturing and design services, creating a more resilient financial foundation.
BSIA President MA Jabbar stated that the $1 billion target is attainable provided there is a concentrated focus on workforce development, government policy advocacy, and the advancement of local research and development capabilities.
Future Outlook
Success now depends on a coordinated effort between the private sector, the state, and educational institutions. Md Shakhawat Hossain, CEO of Neural Semiconductor, warned that reaching the 10,000-engineer threshold will be a "tough job" without a "tremendous triangular effort" involving industry, academia, and the government.
Observers will be watching for updates on whether the government increases cash incentives to match regional peers and how quickly the university system can scale VLSI training to meet the BSIA's aggressive five-year workforce target.
