India Moves to Production with $20 Billion Semiconductor Push

The government launches Semicon 2.0 and operationalizes its first chip manufacturing units to reduce import reliance.

India has transitioned from the planning phase of its semiconductor ambitions to active production, marking a critical shift in its bid to secure a domestic chip supply. The move signals the country's intent to evolve from a design hub into a global manufacturing powerhouse.

Union Minister Ashwini Vaishnaw announced that 12 semiconductor units have been established, representing a total investment of approximately $20 billion. Of these, three units have already commenced the manufacturing of chips. To maintain this momentum, the government has approved 'Semicon 2.0,' a new phase of the initiative that earmarks an additional ₹1.27 trillion (approximately $13 billion) in financial incentives to further expand the domestic ecosystem.

The Strategic Pivot

Launched in 2022, the Semicon India program was designed to mitigate global supply chain risks and reduce a heavy reliance on imports. Rather than attempting to build high-cost, long-gestation silicon fabs immediately, India has focused on Outsourced Semiconductor Assembly and Test (OSAT) and Assembly, Testing, Marking, and Packaging (ATMP) facilities. These serve as a more accessible entry point into the industry, particularly for mature node markets of 28nm and above.

Ashok Chandak, President of the Indian Electronics and Semiconductors Association (IESA), noted that the industry is no longer in the announcement stage, confirming that production has officially started in OSAT plants. This execution-led approach follows what Minister Vaishnaw described as a process of learning from past attempts to ensure clear policy and execution.

Industry Implications

This transition is a cornerstone of India's 'China+1' strategy, positioning the nation as a trusted alternative for global firms seeking to diversify their supply chains. By leveraging the fact that India already hosts approximately 20% of the world's chip design engineers, the government is attempting to build a full-stack ecosystem capable of supporting everything from AI data centers to automotive modules.

Reducing vulnerability to global supply shocks is the primary driver. If successful, domestic production will insulate the Indian electronics industry from the volatility that has plagued global markets over the last several years, while creating a sustainable pipeline for high-tech employment.

The Road to 2032

Looking ahead, the Ministry of Electronics and Information Technology (Meity) aims for India to be ranked among the top five semiconductor players globally by 2032. This ambition is backed by significant market projections, with India's semiconductor demand expected to reach $150 billion by 2030.

While the operationalization of the first three units is a milestone, the industry will now watch for the scaling of these facilities and the ability of Semicon 2.0 to attract further high-value foreign direct investment in fabrication.
