Samsung to Invest $170 Million in Yokohama Advanced Packaging Hub
The South Korean chipmaker is establishing a research and pilot production center in Japan to challenge TSMC's dominance in AI chip packaging.
Samsung Electronics is investing approximately 25 billion yen (US$170 million) to establish an advanced semiconductor packaging research and development center in Yokohama, Japan. The move signals a strategic push to accelerate the development of high-performance AI accelerators.
The company has acquired the Leaf Minato-mirai building in Yokohama's Minato Mirai district to house the facility, which features a total floor area of approximately 47,710 square meters. The center will integrate both a research laboratory and pilot production lines and is expected to be operational by March 2027, supported by a JPY 2.5 billion subsidy provided by the city of Yokohama.
The Race for AI Packaging
Advanced packaging technologies, specifically 2.5D and 3D integration, have become the primary battleground for AI hardware. As traditional semiconductor miniaturization hits physical limits, these techniques allow for the dense integration of GPUs and High Bandwidth Memory (HBM), which are essential for the massive data throughput required by generative AI. Currently, TSMC holds a commanding lead in this sector; data shows the Taiwanese firm's combined foundry, packaging, and testing market share rose to 35.3% in the first quarter of 2025.
Strategic Importance of Japan
By anchoring its R&D efforts in Yokohama, Samsung is positioning itself to tap into Japan's world-leading ecosystem of semiconductor materials and equipment. The company intends to leverage local expertise to close the technical gap with TSMC and refine its "one-stop" service model, which combines foundry manufacturing and advanced packaging under one roof. As part of this local integration, Samsung plans to collaborate with the University of Tokyo and recruit researchers from the institution to bolster its technical capabilities.
