US Imposes Polysilicon Tariffs and Price Floors to Break Chinese Supply Chain Grip

Washington leverages Section 232 to secure the raw material foundation for semiconductors and solar panels.

The Trump administration has expanded its semiconductor security strategy to the raw material level, issuing a Section 232 proclamation to impose tariffs and price floors on polysilicon and its derivatives. The move is designed to counter China's dominance in the supply chain for both AI chips and solar energy.

Effective December 4, 2026, most imported polysilicon and its derivatives will face a 15% tariff. To prevent market "dumping" and protect domestic producers, the administration has established strict price floors: $21 per kilogram for raw polysilicon and $100 per kilogram for ingots and wafers. Commerce Secretary Howard Lutnick stated that the goal is to ensure Chinese producers can no longer undercut the market, using tariffs to incentivize companies to build domestic capacity rather than purchasing the cheapest available foreign imports.

The Erosion of Domestic Capacity

Polysilicon serves as the ultra-pure silicon foundation required to manufacture both semiconductor wafers and solar cells. For two decades, the production of this critical material has migrated heavily toward China, leaving the U.S. dependent on a supply chain it does not control. The scale of this decline is stark: U.S. polysilicon capacity fell from approximately 50% of the global total in 2005 to less than 2% by 2024.

Currently, the United States relies on only two primary production facilities: Hemlock Semiconductor in Michigan and Wacker Chemie in Tennessee. This fragility is compounded by the fact that the semiconductor industry accounts for only about 2.4% of global polysilicon demand. Consequently, the economics of domestic production are heavily tied to the much larger volume of the solar industry, making the U.S. vulnerable to shifts in global solar pricing.

Strategic Implications

By designating polysilicon as a national security priority, Washington is attempting to de-risk the massive capital investments required to build new plants. The price floors act as a guarantee of minimum profitability, providing a safety net for investors who would otherwise be unable to compete with subsidized Chinese exports. This is part of a broader "reshoring" push and a strategic "chip war" that already includes export controls on high-end equipment and bans on Chinese data center hardware.

However, the policy creates a significant economic tension. While it secures the supply chain for defense and AI-grade chips, it may inadvertently drive up the cost of solar energy. This comes at a time when electricity demand is surging, driven largely by the energy requirements of the very AI data centers the administration is seeking to protect.

What to Watch

Industry observers are now monitoring how quickly domestic capacity can actually scale to meet demand. While the tariffs provide a protective barrier, the lead time for constructing ultra-pure silicon facilities is substantial. It remains to be seen if these financial incentives will trigger immediate investment or if the U.S. will face a period of increased material costs before domestic production can fill the gap.
