Global Student Performance Hits Record Low in PISA 2025 Results

The 2025 Program for International Student Assessment (PISA) results reveal a sharp, systemic decline in student performance across the developed world. Released on September 8, 2026, the data indicates that 15-year-olds are struggling to apply basic knowledge in reading, mathematics, and science to real-life situations.

According to the study, which surveyed over 760,000 students across 91 countries, OECD-average performance has reached the lowest level ever observed in all three core subjects. Mathematics scores saw an average drop of 22 points across the OECD. Reading skills showed a similar decline, falling by 25 points on average across the OECD, with a steeper 28-point drop observed between 2015 and 2025. To put these figures in perspective, a 20-point drop in reading scores is roughly equivalent to the loss of one full year of learning.

The Scale of the Decline

The results highlight a growing proficiency gap that threatens the basic functional literacy of the next generation. Approximately 29% of 15-year-olds in OECD countries are now classified as "low performers" across all three subjects. This means nearly a third of students lack the fundamental skills required for daily adult life, such as the ability to interpret simple data or understand basic price-unit relationships.

While the decline is widespread, the study noted a few outliers. Reading scores improved in only five countries: Qatar, Brunei Darussalam, Cambodia, the Philippines, and Zambia. For the vast majority of the 91 participating nations, however, the trend remained downward.

Structural Failures and Digital Shifts

This downturn follows a period of immense global instability, most notably the school closures triggered by the COVID-19 pandemic. However, the PISA report notes that downward trends in many countries were already present before the pandemic began, suggesting that the crisis is not merely a byproduct of lockdowns but a symptom of deeper structural issues.

Analysts point to a failure in how education systems are adapting to rapid social, technological, and economic changes. The integration of artificial intelligence into schoolwork and the rise of digital distractions are cited as contributing factors. Notably, the data revealed that students who reported using AI chatbots scored lower in science on average than those who did not.

Implications for the Future

The current trajectory suggests that global education systems are failing to keep pace with the modern world. The data suggests significant weaknesses in how these systems adapt to change. If nearly 30% of students cannot perform basic tasks in math and reading, the long-term impact on workforce readiness and economic productivity could be severe.

Moving forward, policymakers must determine whether these losses can be recovered through targeted interventions or if a fundamental redesign of the curriculum is required. The primary question remains whether the decline is a temporary dip caused by external shocks or a permanent shift in how students learn and process information in a digital age.
