Wisconsin Pushes for Data Center Rules to Protect Ratepayers

John Imes, co-founder and director of the Wisconsin Environmental Initiative, argues that the state must implement strict cost-accountability standards to prevent the financial burden of electricity, water, and transmission infrastructure from being shifted onto residential and small business ratepayers.
Imes is advocating for a regulatory framework where large energy users bear the full cost of the infrastructure they necessitate. He emphasizes that transparency must be mandated before any new projects are approved, stating that "large energy users should pay the full costs they create" and asserting that "private profit should not depend on public risk."
Public and Regulatory Skepticism
Public sentiment in Wisconsin has shifted further against the unchecked growth of these facilities. According to a Marquette Law School Poll, 78% of registered voters now believe the costs associated with data centers outweigh the benefits, an increase from 76% recorded in July. This public concern is mirrored at the regulatory level; Public Service Commission Commissioner Kristy Nieto has explicitly stated that existing Wisconsin customers should not pay "a single cent" to subsidize data center service.
In response to these risks, the Clean Economy Coalition of Wisconsin (CECW) has released a "Data Center Accountability Framework." This proposal focuses on three primary pillars: the protection of ratepayers, increased transparency in development, and a commitment to clean energy to mitigate the environmental footprint of the industry.
