Reports indicate that approximately 100 to 120 experienced personnel have resigned from ISRO to join private enterprises. This group includes specialists who contributed to high-profile missions such as Gaganyaan, Chandrayaan-3, and SpaDeX. The migration is driven by the allure of higher salaries, stock options, and greater professional autonomy offered by a burgeoning industry that now comprises nearly 400 active space startups specializing in launch services, satellite manufacturing, and downstream services.
The Policy Shift
For decades, ISRO operated as a lean, government-funded entity where prestige and national service outweighed modest compensation. However, the landscape shifted fundamentally following the 2020 decision to open India's space sector to private enterprise, a move further codified by the Indian Space Policy of 2023. These regulatory changes were designed to foster a commercial ecosystem, paving the way for companies like Agnikul Cosmos, Pixxel, and Bellatrix Aerospace to emerge.
One of the most prominent examples of this transition is Skyroot Aerospace. Founded by former ISRO employees Pawan Kumar Chandana and Naga Bharath Daka, the company achieved a historic milestone on July 18, 2026, becoming the first private Indian firm to successfully place satellites into orbit from Indian soil during Mission Aagaman.
Strategic Implications
This transition creates a precarious tension between commercial growth and national strategic autonomy. Frontier space technologies, such as super-heavy launch vehicles and deep-space exploration, require decades of specialized training. The loss of senior architects risks delaying India's ability to maintain a competitive edge against global powers like the United States and China.
