Vietnam and Canada Pivot to High-Tech Partnership for Green Growth

Vietnam and Canada are repositioning science, technology, and innovation as a central pillar of their bilateral relations to modernize economic ties. Officials and experts recently met in Ottawa to strategize a transition from traditional diplomatic exchanges toward a results-oriented partnership focused on quantifiable technological output.

The meeting, which included representatives from the Vietnam Office of Science and Technology in Canada and the Canadian Vietnamese Scholars and Experts Network (CVSE), identified several priority sectors for immediate collaboration. These include artificial intelligence, quantum technology, semiconductors, aerospace, energy, and the green economy. To facilitate these goals, the two nations are proposing a "two contact points, one project portfolio" co-funding mechanism. This model would directly link Vietnam's National Innovation Center (NIC) with Canada's Department of Innovation, Science and Economic Development (ISED).

A Strategic Shift in Cooperation

This initiative is part of a broader effort to upgrade the Comprehensive Partnership established between the two nations in 2017. While the relationship has been anchored in politics, education, and trade for over 50 years, both governments are now prioritizing strategic technological cooperation. This shift is codified in the 2026-2028 Action Plan, approved at the 3rd Vietnam-Canada Joint Economic Committee, which emphasizes digital transformation, high technology, innovation, and green growth.

Le Quoc Dung, Head of the Vietnam Office of Science and Technology in Canada, stated that the new approach aims to move scientific cooperation away from symposiums, delegation exchanges, and memorandums of understanding toward "tangible products and economic value."

Economic and Environmental Implications

For Vietnam, the partnership provides a critical pathway to accelerate climate change adaptation and energy transition. Assoc. Prof. Dr. Vu Viet Hung, President of CVSE, noted that Canada is an "energy powerhouse" with specific strengths in emissions reduction, energy efficiency, and clean technology that can be leveraged in Vietnam.

For Canada, the pivot offers a strategic opportunity to expand its influence in the Indo-Pacific region. By exporting high-tech solutions and deepening security and economic cooperation, Canada can diversify its markets while supporting Vietnam's industrial modernization.

Next Steps for Implementation

The partnership is moving toward immediate execution with a goal to implement concrete pilot initiatives within the next 12 to 18 months. These projects are expected to include the development of "green factories" and green agricultural processing plants within Vietnam. These pilots will serve as the primary test for the new co-funding mechanism and the overall viability of the sci-tech pillar before further scaling.
