Oman and India's Kaynes Semicon to Launch VLSI Design Hub in Muscat

The Sultanate is establishing its first semiconductor design center to diversify its economy and train 80 local engineers.

The Sultanate of Oman has entered a strategic partnership with India-based Kaynes Semicon to establish a specialized company for very-large-scale integrated (VLSI) circuit design. The move marks a significant step in Oman's effort to integrate into the global high-tech supply chain by focusing on the high-value design phase of semiconductor production.

Under the agreement, Kaynes Semicon—an affiliate of Kaynes Technology India Ltd—will open its first international design center outside of India in Muscat. To support the technical requirements of the new venture, Oman's Ministry of Labour is funding a 12-month qualification program. This initiative will train 80 Omani engineers in advanced semiconductor design techniques, ensuring a local pipeline of specialists to staff the operation.

A Pillar of Economic Diversification

The project is led by the Ministry of Transport, Communications, and Information Technology (MTCIT) and the Ministry of Labour. It operates as a core component of the 'National Program for Digital Economy,' a strategic framework designed to align with Oman Vision 2040. The overarching goal of this vision is to reduce the nation's historical reliance on traditional economic drivers by transitioning toward a knowledge-based digital industry.

H.E. Dr. Ali bin Amer Al Shidhani, Undersecretary of MTCIT, described the collaboration as a "remarkable step" toward building an integrated semiconductor sector, which he noted serves as an essential pillar of the international digital economy. For the Indian partner, the expansion represents a global scaling of its operations. Raghu Panicker, CEO of Kaynes Semicon, stated that the initiative serves as proof of the company's commitment to developing global talent and innovation within the sector.

Strategic Implications for the Region

By prioritizing VLSI design over raw manufacturing, Oman is attempting to capture the most intellectual and profitable segment of the semiconductor lifecycle. This strategy allows the Sultanate to attract qualitative investments and localize advanced technology without the immediate need for the massive capital expenditure required for fabrication plants (fabs).

This shift signals Oman's ambition to transform into a regional hub for advanced technologies. By investing heavily in human capital through the training of 80 engineers, the government is betting that a skilled workforce will act as a magnet for further foreign direct investment in the tech sector.
