Marbella has become the first municipality in Andalucía to integrate immersive virtual reality firearms training into its police force. The town hall has deployed the 'Octopus' system to enhance officer preparedness and decision-making during high-risk encounters.
The training program is currently being rolled out to both active serving officers and a cohort of 25 new recruits. Utilizing 360-degree 3D environments and replica firearms, the Octopus simulator allows personnel to engage with stressful policing situations in a controlled setting. According to technical specifications from the system's developer and previous implementations in cities like Oviedo, the simulator is capable of generating up to 20,000 different virtual scenarios.
A Strategy of Modernization
This move is not an isolated purchase but part of a broader technological overhaul by the Marbella council. The city has been systematically integrating advanced tools into its public safety infrastructure, having previously implemented comprehensive video surveillance systems and body-worn cameras that link directly to police headquarters.
José Eduardo Díaz, Councillor for Public Safety, stated that the objective of these investments is to ensure Marbella possesses the best prepared and best trained officers. Local Police chief Francisco Florentino Ruiz described the VR implementation as a major step forward in the force's technological transformation, noting that it will raise the level of preparedness across the entire workforce.

By simulating high-stress environments, the force can practice the critical escalation and de-escalation of force and the delivery of verbal commands without the risks associated with real-world live-fire exercises.
